Gloucestershire Safeguarding Adults & Children Board Constitution

The GSCB has worked to align structure and priorities as closely as possible with the Gloucestershire Safeguarding Adults Board (GSAB). Part of this process has been to look closely at the work of both Boards, bringing them together wherever there is an overlap. The purpose of the constitution is;

  • To empower and protect children and those adults who are vulnerable
  • To ensure appropriate safeguards are in place for adults who lack capacity in order to promote their rights
  • To co-ordinate what is done by each person or organisation represented on the Boards for the purpose of safeguarding and promoting the welfare of children and adults with care and support needs at risk in Gloucestershire - and making sure what they do is effective.

The constitution sets out the objectives and functions of the Boards as well as the responsibilities and expectations of Board members.

Which agencies are represented on the Board?

Members of the GSCB are people with a strategic role in relation to safeguarding and promoting the welfare of children within their organisation. They should be able to:

  • speak for their organisation with authority;
  • commit their organisation on policy and practice matters; and
  • hold their own organisation to account and hold others to account.

We have three lay members who participate on the Board itself and on relevant committees. Our lay members help us make links between the GSCB and community groups, support stronger public engagement in local child safety issues and help us improve public understanding of the GSCB's child protection work.

Protocol between Partnerships

In order for children to achieve outcomes in any other areas, they need to be safe and secure. Safeguarding is everyone's business and many different agencies and strategic partnerships are involved, working together to make the child's journey from needing help to receiving help as quick and easy as possible.

The aim of our working protocol between Gloucestershire Children's Partnership and Gloucestershire Health & Well-Being Partnership is to support three key partnerships to operate effectively in terms of safeguarding children, by being clear about their respective roles, responsibilities and relationship to each other.
