Every
Child Matters
The Green Paper
'Every Child Matters' was a
consultation paper published in 2003 alongside the formal response to
the report into the death of Victoria Climbi�.
Every Child
Matters: Change for Children
was published in December 2004.
It sets out a national framework for local change, led by local
authorities and their partners. The aim is to provide more effective and
accessible services focused around the needs of children, young people
and families.
The
Children Act 2004 came
into force to provide the legislative foundation for the programme of
change set out in Every Child Matters: Change for Children. The Act
brings a duty of co-operation among organisations working with children,
and a leadership role for local authorities to bring together local
partners
Change
for Children Programme
Change
for Children affects anyone providing services for children, young
people and families, whether they are in the statutory, private or
voluntary sector. This includes local authorities, health services,
schools, childcare providers, youth services, the police, social care
services, sports and play organisations and the voluntary and community
sector. The Government
wants the Change for Children programme to help children and young
people to:

contribute to their local community

achieve a good standard of living
The
GSCB is closely linked with the Change for Children Programme as,
Safeguarding is a key aspect of the �stay safe� outcome.
Children
and Young People's Plan
This
is how Gloucestershire aims to implement the Change for Children
Programme and is overseen by Gloucestershire�s Children and Young
People�s Strategic Partnership (CYPSP) Programme Board.
The Children
and Young People's Plan describes what organisations are going to go
over the next three years to improve outcomes for children and young
people.
